Handbook on Maximum Penalties for Undeclared Work – INL Note n. 856/2022

The National Labor Inspectorate, in its note n. 856 of April 19, 2022, has prepared an updated handbook on the application of penalties concerning undeclared work, highlighting the scope of application, amounts, penalties, exclusion cases, the order to regularize, and certain types of illicit work.


The handbook provides clarifications, among other things, regarding:

  • a) Services rendered through the family booklet;

  • b) Occasional collaborations pursuant to Article 2222 of the Civil Code;

  • c) Continuation of fixed-term contracts;

  • d) Occasional work contracts pursuant to Article 54-bis of Legislative Decree 50/2017;

  • e) Outsourcing, secondment, temporary agency work;

  • f) Internship.

Herein, it is deemed useful to highlight certain aspects concerning some of the contractual arrangements detailed in the list.
