Additional urgent measures to contain and manage the COVID-19 public health emergency

News - Week 3 of the lockdown


Subject: Prime Ministerial Decree of March 11, 2020, containing additional measures regarding the containment and management of the COVID-19 epidemiological emergency throughout the country.


The new decree introduces supplementary measures to those set forth in the Prime Ministerial Decree of March 8, 2020, and the Prime Ministerial Decree of March 9, 2020 (see News – Week 3), effective from March 12 to March 25. After this period, the provisions of the two previous Prime Ministerial Decrees will once again apply to the measures supplemented by the decree, until April 3, 2020.


Measures planned for the entire country:

With regard to production and professional activities, it is recommended that:

  • ensure that maximum use by businesses of flexible working arrangements for activities that can be performed remotely;

  • are encourage paid vacations and leave for employees, as well as other measures provided for in collective bargaining agreements;

  • the operations of company departments that are not essential to production be suspended;

  • safety protocols to prevent the spread of infection must be followed and, where it is not possible to maintain a one-meter social distance, by using personal protective equipment;

  • efforts to sanitize workplaces should be encouraged, including through the use of social safety nets for this purpose; - for production activities only, it is also recommended that movement within sites be limited as much as possible and that access to common areas be restricted;


In light of the provisions governing productive and professional activities, agreements between employer organizations and labor unions.


If it is not possible to work remotely, please note that travel is permitted for essential work-related reasons. To this end, we recommend that you complete the self-declaration (for employees) and the self-certification (for employers) to avoid potential disputes and delays during inspections.


As for the implementation of remote work, however, it will be necessary to complete the self-certification form regarding the implementation of remote work (which must be uploaded to the Ministry of Labor’s website in lieu of the agreement signed by the parties) and provide the employee with the information notice available on the INAIL website, along with the information notice on the implementation of remote work.
