Subject: Title II “Measures to Support Employment,” Chapter I “Extension of Special Measures Regarding Social Safety Nets Throughout the Country,” Decree-Law No. 18 of March 17, 2020
The following sets out the provisions of Decree-Law No. 18 of March 17, 2020, regarding social safety nets, as contained in Chapter I, Title II of the decree.
To begin with, the following table provides a reference for determining which social safety net to access based on company size and whether a structural safety net (CIGO, CIGS) or a second-tier safety net (FSB – FSBA, FIS) is being funded.

Below are the sections containing the provisions applicable to each support program for which eligibility is granted.
Section 19: CIGO and Regular Unemployment Benefits
Employers who, in 2020, suspend or reduce work activities due to events related to the COVID-19 public health emergency may apply for the standard wage supplementation benefit or the standard allowance, citing “COVID-19 emergency” as the reason, for periods beginning on February 23, 2020, for a of up to nine weeks and in any case no later than August 2020.
