Changes introduced during the conversion into law of the measures set forth in Cohesion Decree No. 60/2024

Law No. 95 of July 4, 2024, converting Cohesion Decree No. 60 of May 7, 2024, containing “Further urgent provisions on cohesion policies,” was published in Gazzetta on July 4.


The following are the changes to labor provisions made during the conversion process:

  • With reference to the regulations governing the extraordinary allowance for the continuity of income and operations (ISCRO), it is expected that the payment of the allowance will be accompanied by participation in professional development programs. Upon application, the beneficiary will authorize INPS to transmit their contact information to the regions and the autonomous provinces of Trento and Bolzano within the SIISL, as well as to the unified labor policy information system, including for the purpose of signing the digital activation agreement on the platform;

  • With regard to the Bonus for the hiring of women, it was clarified during the conversion process that it applies (in addition to women who have been unemployed for at least 6 months and reside in the Single Special Economic Zone for Southern Italy, and women who have been without regular paid employment for at least 24 months, regardless of where they reside) also to women who have been unemployed for at least 6 months, regardless of residence, working in professions and sectors with an employment disparity rate of at least 25% between men and women, as identified annually by decree of this Ministry, adopted in consultation with the Ministry of Economy and Finance;

  • The following have been introduced urgent measures for port workers, extending the establishment of the Agency for Port Labor Supply and Professional Retraining from the currently planned 81 months to 90 months. This agency will absorb redundant workers from companies performing port operations, including redundant workers from companies holding concessions for areas and docks. They also provide for additional funding of 6.6 million euros for the year 2024, to fund the specific income support measures provided for under current legislation for certain categories of port system workers, for days when they are unable to report to work;

  • The deadline for the agreements between the Ministry of Labor and Social Policies and the Regions, regarding the use of community service workers.
