Amendments introduced during the conversion into law of the measures established by the Cohesion Decree no. 60/2024

Law No. 95 of July 4, 2024, regarding the conversion of the Cohesion Decree No. 60 of May 7, 2024, containing “Further urgent provisions regarding cohesion policies,” was published in the Gazzetta Ufficiale on July 4th.
The following are theamendments to the labor regulations made during the conversion:
With reference to the regulations regarding the extraordinary allowance for income and operational continuity (ISCRO), it is stipulated that the disbursement of the allowance is conditional on participation in professional development courses. Upon application, the beneficiary shall authorize INPS to transmit their contact details to the regions and autonomous provinces of Trento and Bolzano within the SIISL, as well as the unified information system for labor policies, also for the purpose of signing the digital activation agreement on the platform;
With reference to theBonus for hiring women, it was specified during the conversion phase that it is aimed (in addition to women who have been unemployed for at least 6 months, residing in the single ZES for the South, and women who have been without regularly paid employment for at least 24 months, wherever they reside) also at women who have been unemployed for at least 6 months, wherever they reside, working in professions and sectors with an employment disparity rate of at least 25% between men and women, as identified each year by decree of this Department, adopted in agreement with the Ministry of Economy and Finance;
Urgent provisions for port workers have been introduced, extending the establishment of the Agency for the supply of labor in ports and for professional retraining from the currently stipulated 81 months to 90 months, into which the surplus workers of companies that carry out port operations flow, including the surplus workers of companies holding concessions for areas and docks. They also provide for funding for an additional6.6 million euros for the year 2024, for the recognition of the specific income support instruments provided for by current legislation in favor of certain categories of workers in the port system, for days of failure to start work;
The extension to December 31, 2024 (instead of the previous date of June 30) of theagreements between the Ministry of Labor and Social Policies and the Regions, for the use of socially useful workers.
