Law No. 95 of July 4, 2024, converting Cohesion Decree No. 60 of May 7, 2024, concerning “Further urgent provisions on cohesion policies,” was published in the Gazzetta Ufficiale on July 4.

The following amendments to labor provisions introduced during the conversion process:

With reference to the regulation of the extraordinary income and operational continuity allowance (ISCRO), it is stipulated that the disbursement of the allowance must be accompanied by participation in professional retraining programs. Upon application, the beneficiary will authorize INPS to transmit their contact details to the regions and autonomous provinces of Trento and Bolzano within the SIISL framework, as well as the unified labor policy information system, also for the purpose of signing the digital activation agreement on the platform;
With reference to the Bonus for the hiring of women, during the conversion phase, it was clarified that it applies (in addition to women unemployed for at least 6 months, residing in the single Special Economic Zone (ZES) for the South, and women without regularly paid employment for at least 24 months, residing anywhere) also to women unemployed for at least 6 months, residing anywhere, working in professions and sectors with an employment disparity rate of at least 25% between men and women, as identified annually by a decree from this Ministry, adopted in agreement with the Ministry of Economy and Finance;
Urgent provisions for port workers have been introduced, extending the establishment of the Agency for Port Labor Supply and Professional Retraining from the currently foreseen 81 months to 90 months. This agency will absorb surplus workers from companies performing port operations, including those from companies holding concessions for areas and docks. Furthermore, they provide for additional funding of 6.6 million euros for the year 2024, for the recognition of specific income support instruments, as per current legislation, in favor of certain categories of port system workers, for days of non-commencement of work;
The extension until December 31, 2024 (instead of the previous date of June 30) of the agreements between the Ministry of Labor and Social Policies and the Regions, for the utilization of socially useful workers, is provided.
