Amendments Introduced Upon the Conversion into Law of the Measures Set Forth in Cohesion Decree No. 60/2024

News Flash No. 26/2024
Law No. 95 of July 4, 2024, converting Cohesion Decree No. 60 of May 7, 2024, containing “Further Urgent Provisions on Cohesion Policies,” was published in the Official Gazzetta on July 4.
The following are the changes to labor-related provisions made during the conversion process:
With regard to the regulations governing the extraordinary allowance for income and operational continuity (ISCRO), it is stipulated that receipt of the allowance must be accompanied by participation in professional development programs. Upon application, the beneficiary will authorize the INPS to transmit their contact information to the regions and the autonomous provinces of Trento and Bolzano via the SIISL, as well as through the unified labor policy information system, including for the purpose of signing the digital activation agreement on the platform;
With regard to the Hiring Bonus for Women, it was clarified during the conversion process that it applies (in addition to women who have been unemployed for at least 6 months and reside in the Single Special Economic Zone for Southern Italy, and women who have been without regular paid employment for at least 24 months, regardless of where they reside) to women who have been unemployed for at least 6 months, regardless of where they reside, who work in professions and sectors where the gender employment disparity is at least 25% between men and women, as identified annually by a decree of this Ministry, adopted in consultation with the Ministry of Economy and Finance;
The following have been introduced: urgent provisions for port workers, extending the deadline for establishing the Agency for Port Labor Placement and Professional Retraining from the currently stipulated 81 months to 90 months. This agency will absorb redundant workers from companies that carry out port operations, including redundant workers from companies holding concessions for port areas and docks. The provisions also provide for funding of an additional 6.6 million euros for the year 2024, to fund the specific income support measures provided for under current legislation for certain categories of workers in the port system, for days on which they are unable to report to work;
The following agreements are extended through December 31, 2024 (instead of the previous date of June 30): agreements between the Ministry of Labor and Social Policies and the Regions, regarding the employment of community service workers.
