Subject: Increase in parental leave allowance from 30% to 80% of salary for a maximum period of one month and new event codes
In a recent circular, INPS (the Italian National Social Security Institute) issued operational instructions for increasing parental leave allowance from 30% to 80% of salary for a maximum period of one month and up to the child's sixth year of life, a measure introduced by Law No. 197 of December 29, 2023 (2023 Budget Law) in Article 1, paragraph 359.
The increase in compensation applies exclusively to employees, thus excluding all other categories of workers.
Consequently, if one parent is an employee and the other parent is not, only the parent who is an employee is entitled to one month of parental leave with 80% of their salary.
No month is added to the total number of months of parental leave: only one month's allowance out of the three months to which each parent is entitled is increased, and this cannot be transferred to the other parent, provided that the monthly allowance, which is 80% of the parent's salary, is used within the first six years of the child's life (or within six years of the child joining the family, in the case of adoption or foster care).
The INPS emphasizes that only one month of 80% compensation is available for both parents and can be divided between them or taken by only one of them.
