Subject: Operational Guidelines for Incentive Applications for the Permanent Hiring of “NEET” Youth for the Year 2023 Are Now Available
As announced in our “ News ” No. 13 of May 9, 2023, Article 27 of Labor Decree No. 48 of May 4, 2023—converted, with amendments, by Law No. 85 of July 3, 2023—provides for an incentive for youth employment.
The INPS, in its Operational Circular ( News ) No. 68 of July 21, 2023, issued operational instructions following the publication of ANPAL Decree No. 189 of July 19, 2023.
Please note that the incentive is granted to private employers, upon application, for a period of 12 months, in the amount of 60% of the gross monthly salary subject to social security contributions for new hires of young people, made between June 1, 2023, and December 31, 2023, provided that the following conditions are met all the following conditions are met:
a. have not reached the age of 30 as of the date of hire;
b. are not working and are not enrolled in any educational or training programs (i.e., they are “NEET,” or “Not in Education, Employment, or Training”);
