On December 28, 2024, Law No. 203 of December 13, 2024, was published in the Official Gazzetta , containing “Provisions on Labor Matters” (commonly known as the “Labor Omnibus Bill”), which will take effect on January 12, 2025.
The measure is intended to simplify and correct various requirements related to employment relationships, with particular reference to regulations on workplace health and safety, social safety net programs, and employment contracts.
In Note No. 9740 dated December 30, 2024, the National Labor Inspectorate provided initial guidance on the provisions of the law.

“Amendments to Legislative Decree No. 81 of April 9, 2008” – Regulations on Occupational Health and Safety (Art. 1)
a) The Ministry is required to prepare an annual report
from the Ministry of Labor, to be submitted to Congress, on the state of workplace safety, which must include a description of measures to improve safety conditions;
b) As part of the health surveillance conducted by the occupational physician
The option to conduct pre-employment medical examinations to assess fitness for a specific job is recognized;
c) Following absences of more than 60 consecutive days, it is the doctor’s responsibility
authorized to determine whether it is appropriate to conduct medical examinations prior to the date of return to work;
