Latest Developments Regarding Measures to Support Businesses, Employment, and Families

Several recent regulatory provisions have introduced new measures to support businesses, promote employment, assist families, and combat the national economic crisis.
Changes Introduced by Law No. 69/2021
The law converting the “Sostegni” Decree No. 41/2021 has significantly modified the original regulatory framework.
Let's summarize the most important points for the project:
Aid for Start-up Businesses (Art. 1-ter)
A new provision compared to the text of the decree is the non-repayable grant for “start-up” businesses that registered for a VAT number in 2018 and began operations in 2019, even in the absence of a decline in revenue. The grant is available up to a maximum of €1,000.00 for businesses that would not have been eligible for the grant provided for in the Sostegni Decree had they failed to meet the requirement of a decline in revenue when comparing the monthly average for 2020 to the monthly average for 2019. In any case, the additional conditions for receiving the grant—such as the revenue cap of 10 million euros—must still be met. A specific decree from the Ministry of Economy is still pending, which will outline the precise criteria and procedures for implementing this grant.
Wage Subsidy Program (Art. 8, paragraphs 2-bis and 3-bis)
