News regarding measures to support businesses, employment and families

Some recent regulatory provisions have introduced innovations regarding measures in favor of businesses, support for work, families, and combating the national economic crisis.

Innovations introduced by Law No. 69/2021

The conversion law of the Sostegni Decree No. 41/2021 has considerably modified the original regulatory framework.

Let's summarize the most important points for work:

Aid for "start-up" companies (art. 1-ter)

A novelty compared to the text of the decree is represented by the non-repayable grant in favor of “start-up” companies that opened their VAT number in 2018 and started their activity in 2019, even in the absence of a drop in turnover. The aid is foreseen up to a maximum of Euro 1,000.00 in favor of companies that would not have been entitled to the non-repayable fund provided for by the Sostegni decree in the event of non-compliance with the requirement of a drop in turnover in the comparison between the monthly average for 2020 and the monthly average for 2019. In any case, the need to comply with the additional conditions for the disbursement of the contribution remains, such as the limit of revenues to 10 million euros. In any case, a specific decree from the Ministry of the Economy will have to be awaited, which will identify the specific criteria and methods of implementation of this contribution.

Cassa Integrazione (art. 8, paragraph 2-bis and 3-bis)

The possibility of applying for ordinary redundancy fund (CIGO) is confirmed,

for a maximum of 13 weeks for the period between 1st

April and 30 June 2021.

For the Wage Guarantee Fund (FIS), other bilateral solidarity funds and redundancy

fund in derogation, no. 28 weeks are confirmed for the period between

1st April and 31 December 2021.

For the agricultural workers' redundancy fund (CISOA), an extension is foreseen up to

a maximum of 120 days until 31st December 2021.
