Updates on measures to support businesses, employment, and families

Recent regulatory provisions have introduced new measures to support businesses, promote employment, assist families, and combat the national economic crisis.


Changes introduced by Law No. 69/2021

The law converting the Sostegni Decree No. 41/2021 has significantly altered the original regulatory framework.


Let’s summarize the key points for the project:


Aid for start-up businesses (Section 1-ter)

A new feature compared to the original text of the decree is the non-repayable grant for “start-up” businesses that registered for VAT in 2018 and began operations in 2019, even if they did not experience a decline in revenue. The aid is provided up to a maximum of €1,000.00 for businesses that would not have been eligible for the non-repayable grant under the Sostegni Decree had they failed to meet the requirement of a decline in turnover when comparing the monthly average for 2020 with the monthly average for 2019. In any case, the additional conditions for the disbursement of the grant must still be met, such as the revenue limit of €10 million. A specific decree from the Ministry of Economy must still be awaited, which will set out the precise criteria and implementation procedures for this grant.


Wage Guarantee Fund (Art. 8, paras. 2-bis and 3-bis)

It has been confirmed that, under the ordinary wage supplementation scheme (CIGO), it is possible to
