Recent regulatory provisions have introduced new measures to support businesses, employment, and families, and to combat the national economic crisis.


New provisions introduced by Law No. 69/2021

The law converting Decree No. 41/2021 has significantly modified the original regulatory framework.


Let's summarize the most important points for the job:


Aid for start-up companies (Article 1-ter)

A new feature compared to the text of the decree is the non-repayable grant for start-ups that registered for VAT in 2018 and began trading in 2019, even if they have not experienced a drop in turnover. The aid is provided up to a maximum of €1,000.00 to companies that would not have been eligible for the non-repayable grant provided for in the Sostegni decree if they had not met the requirement of a decline in turnover when comparing the monthly average for 2020 with the monthly average for 2019. In any case, the additional conditions for the disbursement of the grant, such as the revenue limit of €10 million, must still be met. In any case, it will be necessary to wait for a specific decree from the Ministry of Economy, which will identify the precise criteria and methods for implementing this grant.


Layoff Fund (Article 8, paragraphs 2-bis and 3-bis)

The possibility of ordinary redundancy fund (CIGO) is confirmed.

request up to a maximum of 13 weeks for the period between January 1 and December 31

April and June 30, 2021.


For the FIS redundancy fund, other bilateral solidarity funds, and the redundancy fund

integration by way of derogation, 28 weeks remain confirmed for the period between

April 1 and December 31, 2021.


For the agricultural workers' redundancy fund (CISOA), an extension is planned until

a maximum of 120 days until December 31, 2021.


During conversion, the following was added to Article 8, which deals with this issue:

paragraph 2-bis, which provides for the possibility of granting Covid-related social safety nets

19 provided for in the Sostegni decree in line with those in the Budget Law
