Updates on Measures Supporting Businesses, Employment, and Families

Recent legislative provisions have introduced new measures concerning business support, employment, family assistance, and efforts to counter the national economic crisis.


Innovations Introduced by Law no. 69/2021

The conversion law of Decree Sostegni no. 41/2021 has significantly amended the original regulatory framework.


We summarize the most important points regarding employment:


Aid for 'Start-up' Businesses (Art. 1-ter)

A new development compared to the decree's text is the non-repayable grant (contributo a Fondo Perduto) for 'start-up' businesses that opened their VAT number in 2018 and commenced operations in 2019, even in the absence of a decline in turnover. This aid is provided up to a maximum of Euro 1,000.00 for businesses that would not have been eligible for the non-repayable grant stipulated by the Sostegni Decree due to non-compliance with the turnover decline requirement when comparing the monthly average of 2020 with that of 2019. In any case, the necessity to comply with further conditions for the disbursement of the grant remains, such as the revenue limit of 10 million euros. A specific decree from the Ministry of Economy will still be required to define the precise criteria and implementation methods for this grant.


Wage Supplementation Fund (Cassa Integrazione) (Art. 8, paragraphs 2-bis and 3-bis)

The possibility is confirmed, for the ordinary Wage Supplementation Fund (CIGO), to

request up to a maximum of 13 weeks for the period between April 1st

and June 30, 2021.


For the FIS Wage Supplementation Fund, other bilateral Solidarity Funds, and the Wage

supplementation in derogation, 28 weeks remain confirmed for the period between

April 1st and December 31st, 2021.


For the agricultural workers' redundancy fund (CISOA), an extension is provided for up to

a maximum of 120 days until December 31, 2021.


During the conversion process, to Article 8, which addresses this matter, the following was added:

paragraph 2-bis, which provides for the possibility of granting the Covid- social safety nets

19 measures stipulated by the Sostegni Decree, in continuity with those of the Budget Law.
