Urgent measures for social inclusion and access to the world of work

Law No. 85 of July 3, 2023, which converts, with amendments, Decree No. 48 of May 4, 2023 (the so-called Labor Decree) containing "Urgent measures for social inclusion and access to the world of work," has been published in the Gazzetta Ufficiale.

The conversion law is effective from July 4, 2023.


The main measures in favor of workers, businesses, and families are listed below:


Introduction of the Inclusion Allowance (Articles 1-11 and Article 13)

From January 1, 2024, replacing the Citizen's Income and as a measure to combat poverty, fragility, and social exclusion of vulnerable groups, through social inclusion pathways, training, work, and active labor policies, the measure distinguishes two categories of beneficiary units:

a. Units including individuals over 60, minors, or members in a condition of disadvantage and enrolled in care and assistance programs of local social-health services certified by the Public Administration, who can apply for the Inclusion Allowance for 18 months, extendable by another 12;


b. Households consisting solely of “employable” individuals, including single-person households, for whom the benefit will be terminated if they refuse a full-time or part-time job offer with specific characteristics.


Introduction of Support for Training and Employment (Article 12)

From September 1, 2023, a new instrument called Support for Training and Employment will be active, aimed at individuals between 18 and 59 years of age with a valid family ISEE value not exceeding 6,000 euros per year, who do not meet the requirements to access the Inclusion Allowance. With this support, it will be possible to receive a monthly allowance of 350 euros for 12 months and undertake work activation pathways, participating in training, professional qualification and requalification projects, orientation, job placement support, and active labor policies of any kind.
