Urgent measures for social inclusion and access to the labor market

News No. 21/2023


Law No. 85 of July 3, 2023, converting, with amendments, Decree No. 48 of May 4, 2023 (known as the Labor Decree), containing "Urgent measures for social inclusion and access to the labor market," has been published in the Gazzetta Ufficiale.

The conversion law is effective from July 4, 2023.


Below are the main measures in favor of workers, businesses, and families:


Introduction of the Inclusion Allowance (Arts. 1-11 and Art. 13)

From January 1, 2024, replacing the Citizen's Income and as a measure to combat poverty, fragility, and social exclusion of vulnerable groups, through paths of social integration, training, employment, and active labor policies, the measure distinguishes two categories of beneficiary households:

a. Households including "over 60s", minors, or members in a disadvantaged condition and enrolled in care and assistance programs of local social and health services certified by the Public Administration, who may apply for the Inclusion Allowance for 18 months, extendable by another 12;


b. Households composed solely of 'employable' individuals, including single-person households, for whom the benefit is forfeited upon refusal of a full-time or part-time job offer with specific characteristics.


Introduction of the Support for Training and Employment (Art. 12)

Effective September 1, 2023, a new instrument called 'Support for Training and Employment' will be active. It is aimed at individuals aged 18 to 59 with a valid ISEE family value not exceeding €6,000 annually, who do not meet the requirements for the 'Inclusion Allowance'. With this support, beneficiaries can receive a monthly allowance of €350 for 12 months and undertake active employment pathways, participating in training, professional qualification and requalification, orientation, job placement, and other active labor market policies.
