Urgent measures for social inclusion and access to the labor market

Law No. 85 of July 3, 2023, converting, with amendments, Decree No. 48 of May 4, 2023 (the so-called Labor Decree) containing "Urgent measures for social inclusion and access to the world of work," was published in Gazzetta .
The conversion law has been in force since July 4, 2023.
Below are the main measures in favor of workers, businesses, and families:
Introduction of the Inclusion Allowance (Articles 1-11 and Article 13)
From January 1, 2024, replacing the Citizenship Income and as a measure to combat poverty, vulnerability, and social exclusion of vulnerable groups through social integration, training, work, and active labor market policies, the measure distinguishes between two categories of beneficiary households:
a. Households with members aged over 60, minors, or members at a disadvantage and are enrolled in treatment and assistance programs provided by local social and health services certified by the Public Administration, may apply for the Inclusion Allowance for 18 months, extendable for another 12 months;
b. Households consisting solely of "employable" persons, including single-person households, for whom are expected to lose their benefits if they refuse a full-time or part-time job offer or part-time job offer with specific characteristics.
Introduction of training and employment support (Article 12)
A new tool called Support for Training and Work will be active from September 1, 2023, aimed at individuals between the ages of 18 and 59 with a valid family ISEE value not exceeding €6,000 per year, who do not meet the requirements to access the Inclusion Allowance. With this support, it will be possible to receive a monthly allowance of €350 for 12 months and undertake work activation programs, participating in training, professional qualification and retraining, guidance, job placement, and active labor market policies, however named.
