Urgent measures for social inclusion and access to the labor market

Law No. 85 of July 3, 2023, converting, with amendments, Decree No. 48 of May 4, 2023 (the so-called “Labor Decree”) on “Urgent measures for social inclusion and access to the labor market,” has been published in Gazzetta .

The conversion law has been in effect since July 4, 2023.


The following are the main measures to support workers, businesses, and families:


Introduction of the Inclusion Allowance (Sections 1–11 and Section 13)

Effective January 1, 2024, this measure replaces the Citizenship Income and is designed to combat poverty, vulnerability, and social exclusion among vulnerable groups through social integration programs, training, employment, and active labor market policies. It distinguishes between two categories of beneficiary households:

a. Households that include individuals over the age of 60, minors, or members who are and enrolled in care and assistance programs provided by local social and health services certified by the Public Administration, may apply for the Inclusion Allowance for 18 months, extendable for an additional 12 months;


b. Households consisting solely of “employable” individuals, including single-person households, for which provided for the loss of benefits in the event of refusal of a full-time with specific characteristics.


Introduction of Support for Training and Employment (Art. 12)

A new program called “Support for Training and Employment” will be available starting September 1, 2023. It is aimed at individuals between the ages of 18 and 59 with a valid family ISEE score not exceeding €6,000 per year who do not qualify for the Inclusion Allowance. Through this support, individuals will be able to receive a monthly allowance of €350 for 12 months and participate in job activation programs, including training, professional qualification and retraining, career guidance, job placement assistance, and active labor market policies, however they may be designated.
