Migration from the Provincial SINTESI COB Service to the Regional SIUL-COB

We inform you that a migration of the service for mandatory communications is underway: UNILAV, UNISOMM and VARDATORE, therefore it will soon be transferred to a new and modern system of the Lombardy Region, called SIUL-COB.

The new Single Labor Information System (acronym: SIUL) arises from the need to create a single platform that brings together the management procedures regarding active labor policies into an integrated system, to support the innovation of labor services and manage the integration of Employment Centers in the regional organization with the support of adequate information and IT tools.


The definitive transition to the new system, while mandatory, is gradual; therefore, both systems will coexist during the transition period.

The migration plan from the Provincial SINTESI COB systems to the Regional SIUL-COB system takes place province by province.


The Metropolitan City of Milan and the Province of Monza and Brianza have announced the upcoming transition from the SINTESI system to the new SIUL-COB service for mandatory communications, for employers and delegated intermediaries operating in these territories.

Currently, the transitional phase of supporting the two systems is already active, but it is necessary to prepare soon to be ready in order to continue making mandatory communications of hiring of employees, as well as communications of transformation, termination, extension, change of employers, secondments, start of extracurricular internships, start of coordinated collaborations and all communications that are currently carried out through the current SINTESI portal of the Metropolitan City of Milan and the Province of Monza and Brianza, using the new SIUL-COB portal.

All interested companies and employers must promptly register on the new SIUL-COB portal, as at the end of the transition phase, it will no longer be possible to use the SINTESI system.
