Migration from the Provincial SINTESI COB Service to the Regional SIUL-COB

Please be advised that the mandatory reporting service—UNILAV, UNISOMM, and VARDATORE—is currently being migrated and will soon be transferred to a new, state-of-the-art system operated by the Lombardy Region, known as SIUL-COB.
The new Unified Labor Information System (acronym: SIUL) was created in response to the need for a single platform that brings together management procedures related to active labor market policies into an integrated system, with the aim of supporting innovation in employment services and managing the integration of Job Centers into the regional organization through the use of appropriate information and IT tools.
Although the final transition to the new system is mandatory, it will be phased in gradually; therefore, both systems will coexist during the transition period.
The migration from the provincial SINTESI COB systems to the regional SIUL-COB system is taking place province by province.
The Metropolitan City of Milan and the Province of Monza and Brianza have announced the upcoming transition from the SINTESI system to the new SIUL-COB service for mandatory reporting by employers and authorized intermediaries operating in these areas.
The transitional phase for the parallel operation of the two systems is already underway, but preparations must be made soon to ensure readiness to continue submitting mandatory notifications regarding the hiring of employees, as well as notifications of changes in employment status, terminations, extensions, changes in employers, secondments, the start of extracurricular internships, the start of coordinated collaborations, and all other notifications currently submitted through the existing SINTESI portal of the Metropolitan City of Milan and the Province of Monza and Brianza, using the new SIUL-COB portal.
All affected businesses and employers must promptly register on the new SIUL-COB portal, as once the transition period ends, it will no longer be possible to use the SINTESI system.
