Reopening Decree

With Decree-Law No. 52 of April 22, 2021, the legislator has introduced new rules for the reopening of economic activities, established Covid-19 green certifications for the movement of individuals, and extended the provisions on simplified smart working. The measure came into force on April 23, 2021, and remains valid until its conversion into law.
Reopenings
With regard to reopenings, the decree in question has provided for the following reopenings, effective from April 26, 2021, in the regions and autonomous provinces in the yellow zone:
Catering activities: in compliance with the time limits (5 a.m. to 10 p.m.), they may only allow consumption at tables outdoors;
Schools: face-to-face teaching returns to high schools (secondary schools) as well;
Universities: in yellow and orange zones, from April 26 to July 31, activities will primarily take place in person.
In red zones, however, it is recommended to give priority to first-year students;
Cinemas, theaters, concert halls: reopening with capacity limits set at 50% of the maximum authorized capacity and in any case not exceeding 500 spectators indoors and 1,000 outdoors;
Museums: reopening to the public with limited access or in such a way as to allow visitors to maintain social distancing;
Sports activities: All outdoor sports activities are permitted, including contact sports (outdoor swimming pools will reopen on May 15, and gyms will reopen on June 1).
Effective June 15, 2021, Decree No. 52/2021 provided for the
following reopenings:
Trade shows and conferences.
Finally, effective July 1, 2021, Decree No. 52/2021 provided for
following reopenings:
Activities in spas are permitted, theme parks can reopen, and
of fun;
