Reopening Decree

Through Decree-Law No. 52 of April 22, 2021, the legislature established new rules for the reopening of economic activities, introduced COVID-19 “green certificates” for the movement of individuals, and extended the provisions regarding simplified remote work. The measure took effect on April 23, 2021, and remains in effect until it is converted into law.
Reopenings
With regard to reopenings, the decree in question provides for the following reopenings, effective April 26, 2021, in the regions and autonomous provinces classified as “yellow zones”:
Restaurant Operations: in compliance with the operating hours (5 a.m.–10 p.m.), they may allow dining at tables exclusively outdoors;
Schools: In-person instruction is resuming in high schools (upper secondary schools) as well;
Universities: In yellow and orange zones, from April 26 through July 31, classes will primarily be held in person.
In red zones, however, it is recommended to give particular priority to first-year students;
Movie theaters, theaters, and concert venues: They are reopening with capacity limits set at 50% of the maximum authorized capacity, and in any case not exceeding 500 spectators indoors and 1,000 outdoors;
Museums: They are reopening to the public with limited capacity or in a manner that allows visitors to maintain social distancing;
Sports Activities: Any outdoor sports activity is permitted, including contact sports (outdoor swimming pools will reopen on May 15, and gyms will reopen on June 1).
