Reopening Decree

With Decree-Law No. 52 of April 22, 2021, the legislator introduced new regulations for the reopening of economic activities, established Covid-19 green certifications for the movement of individuals, and extended the provisions concerning simplified smart working. The measure came into force on April 23, 2021, and remains valid until its conversion into law.

Reopenings

Regarding reopenings, the decree in question has stipulated, effective from April 26, 2021, for Regions and Autonomous Provinces designated as yellow zones, the following reopenings:

• Catering activities: within the prescribed hours (5 AM - 10 PM), table service will be permitted exclusively outdoors;

• Schools: in-person learning resumes, including for high schools (secondary education institutions);

• Universities: in yellow and orange zones, from April 26 to July 31, activities will primarily be conducted in person.

• In red zones, however, it is recommended to prioritize the presence of first-year students;

• Cinemas, theaters, concert halls: reopen with capacity limits, set at 50% of the maximum authorized capacity, and in any case not exceeding 500 spectators indoors and 1000 outdoors;

• Museums: reopen to the public with controlled access or in a manner that allows visitors to maintain interpersonal distance;

• Sports activities: outdoor sports activities of any kind, including contact sports, are permitted (outdoor swimming pools will reopen from May 15, and gyms from June 1).

Effective from June 15, 2021, Decree No. 52/2021 has stipulated the

following reopenings:

• Fairs and Conferences.

Finally, effective July 1, 2021, Decree No. 52/2021 has provided for the

following reopenings:

• Activities in thermal spas are permitted, and theme parks and

• amusement parks can reopen;
